BAGHDAD (Reuters) - World powers will test Iran's readiness under pressure of sanctions to scale back its nuclear program at talks on Wednesday aimed at easing a decade-old standoff and averting the threat of a Middle East war.
The stakes could scarcely be higher: global oil markets are edgy over toughening sanctions on Iran's vital crude exports and the possibility of Israeli strikes against its defiant arch-foe, which has threatened reprisals if it comes under attack.
Wednesday's meeting between Iran and six world powers - the United States, Russia, China, Germany, France and Britain - will be the second since diplomacy resumed in mid-April in Istanbul after a 15-month hiatus during which tensions soared.
Around 15,000 Iraqi police and troops will protect the venue inside Baghdad's heavily fortified Green Zone, which has been the target of attacks. Tehran's suggestion of a meeting in troubled Iraq, whose leadership is friendly to Iran, was seen by some diplomats as testing Western commitment to seeking a deal. Formal talks are expected to start around noon (5.00 a.m. EDT).
"Istanbul was important because for us it was a test of the Iranians' willingness to engage. Baghdad should focus on concrete substance," a European diplomat said. "The ball is in their court. It is they who must make the first step."
One senior Western official said the six, led by EU foreign policy chief Catherine Ashton, would make Iran "a detailed proposal that will include confidence-building measures". Ashton arrived in Baghdad on Wednesday morning after last-minute talks with her negotiating partners in Jordan.
Among the proposed measures will be an updated version of an idea first put forth in 2009 that envisaged Iran shipping out its stockpile of low-grade uranium in return for higher-enriched fuel for a medical research reactor in Tehran, another diplomat said.
The main goal of the six powers - known as the P5+1 for the five permanent U.N. Security Council members plus Germany - is expected to be an Iranian agreement to shut down the higher-grade uranium enrichment that it launched in 2010 and has since expanded in an underground plant at Fordow that, to Israeli alarm, would be largely impervious to attack from the air.
Producing such highly enriched material in such quantities has shortened the time Iran might need to build an atomic bomb.
Iran says its nuclear program is a peaceful bid to generate electricity and has repeatedly ruled out suspending its enrichment of uranium, an activity which can have both civilian and military purposes.
But it has indicated possible flexibility on the higher-grade enrichment of uranium to a fissile concentration of 20 percent, the part of Iran's work that most worries the West.
INSPECTION DEAL "CLOSE"
In a possible sign of a new Iranian willingness to address concerns about its atomic ambitions, the U.N. nuclear supervisor said on Tuesday he expected to sign a deal soon to unblock an investigation into suspected work on atom bombs.
But Western diplomats will be wary of past failures to carry out extra inspection deals between the International Atomic Energy Agency and Iran, and their patience is wearing thin.
They want Iran to cease work at the Fordow site and export its stockpile of higher-grade uranium - demands that analysts say Tehran would be unlikely to accept while sanctions remain.
"The key issue is the 20-percent enrichment potential. This has to be addressed in order to have a productive outcome," said one Western diplomat. "The marching orders for Baghdad are to have concrete ideas on the table, maybe not necessarily agree on all details of these ideas, but to have a clear commitment."
Iran maintains that it needs uranium refined to a fissile concentration of 20 percent for its medical isotope reactor. Enrichment to 5 percent of fissile purity is suitable for power plant fuel, while 90 percent constitutes fuel for bombs. The technical leap from 20 to 90 percent is easier than that to reach 20-percent purity from the lower levels around 5 percent.
"The meeting may not produce any miracles," Iraqi Foreign Minister Hoshiyar Zebari told Reuters. "The Iranians are coming with a positive attitude. This is what we are hearing from both sides. They are coming to move, not just to talk."
But Iranian officials kept up a defiant tone.
"The wall of distrust between Iran and the West is high and our public opinion has serious doubts about their compliance with their obligations. The negotiations ... are a good litmus test to prove the West's goodwill," Iranian Press TV quoted Kazem Jalili, spokesman for parliament's national security and foreign policy committee, on Wednesday.
SANCTIONS, CARROTS AND STICKS
Iran has suggested it will try to leverage its reported rapprochement with the IAEA into a deal in Baghdad to relax sanctions inflicting increasing damage on its economy, including a European Union oil embargo due to take effect in July.
But Western officials ruled out such a weighty concession so soon, even though their call for a "step-by-step" negotiating process is widely seen as a tacit admission that sanctions will have to be eased at some point.
"Sanctions are only going to be lifted if we have significant and genuine progress," one diplomat said.
Emanuele Ottolenghi of the Washington think-tank Foundation for the Defense of Democracies said some concessions from the West would be crucial. "Maybe the U.S. and the EU should agree to suspend measures of minor nature," he said.
"They don't want these negotiations to fail."
Israel, widely assumed to have the Middle East's only atomic arsenal, has made clear its skepticism about the chances for diplomacy to rein in its arch-enemy.
Defense Minister Ehud Barak said Israel was concerned that the world powers would not press hard enough to put a full stop its nuclear program and that Israel would keep all options open to achieve that goal.
"This is the time for the entire world to join hands and stop them," Barak told Israel Radio. "We know the Iranians are talented chess players and will try to achieve a nuclear option. Our position hasn't changed. The world has to stop the Iranian nuclear program. All options remain on the table."
Clara O'Donnell, at Washington's Brookings Institution, said: "The likelihood of an Israeli military strike will remain lower while the talks are ongoing. But they are likely to keep talking about it, to keep up the pressure."

That may not happen.? The new lawsuit filed Wednesday by the union in an effort to secure more than $3 billion from the league faces two major hurdles:? the union knew or should have known in 2011 that there was collusion in 2010, and the union thereafter ratified any collusion by agreeing to the cap penalties imposed on the Cowboys and Redskins as a result of their failure to abide by the alleged agreement to collude.
The petition filed with U.S. Judge David Doty alleges that the claims presented are ?entirely new,? but those claims flow from a set of facts that should have put the union on notice that something was amiss.? Apart from the collusion claim filed by the NFLPA in early 2011 regarding the lack of interest in restricted free agents during the uncapped year, there was ample evidence to support suspicion, or more, regarding the NFL?s plan to keep more money in the owners? coffers and put less in the players? pockets as a work stoppage was looming.
Prior to the launch of the uncapped year in early 2010, multiple teams cited internal budgets when addressing the reality that there would be no salary cap.? And to the extent that the actual spending by the 32 teams in 2010 suggested that perhaps the owners had an unwritten understanding as to the handling of the uncapped year, the NFLPA had full access to all contracts months before the new CBA was finalized, allowing the union?s lawyers to piece together enough circumstantial evidence to warrant full-blown litigation on the question of whether an informal salary cap had been established for the uncapped year.
Regardless of what the NFLPA knew or should have known before finalizing the current CBA and related legal documents, the paperwork seems to slam the door on any collusion claims relating to conduct in 2010.? As the CBA state at Article 3, Section 3(a) plainly states:? ?The NFLPA on behalf of itself, its members, and their respective heirs, executors, administrators, representatives, agents, successors and assigns, releases and covenants not to sue, or to support financially or administratively, or voluntarily provide testimony of any kind, including by declaration or affidavit in, any suit or proceeding (including any Special Master proceeding brought pursuant to the White SSA and/or the Prior Agreement) against the NFL or any NFL Club or any NFL Affiliate with respect to any antitrust or other claim asserted in White v. NFL or Brady v. NFL, including, without limitation . . . collusion with respect to any League Year prior to 2011.?? (Emphasis added.)
Even if the 2011 CBA didn?t slam the door on a collusion claim arising from the uncapped year of 2010, the amendment to the CBA that resulted in the league and the NFLPA agreeing to the imposition of cap penalties on the Redskins and Cowboys in exchange for an increase in the salary cap operates, in essence, as a ratification of the release of collusion claims.? Indeed, the NFLPA should have realized, the moment the NFL asked the union to agree to take $46 million in cap space from the Redskins and Cowboys for treating the term ?uncapped year? too literally, that the Redskins and Cowboys were being punished for refusing to collude.? By signing off on the cap penalties, the NFLPA reaffirmed its waiver of the collusion claims, since the mere request to strip cap space from the teams in question proved that collusion indeed occurred.

They have recently hatched in the Incubators (science writing programs at schools of journalism), have even more recently fledged (graduated), and are now making their mark as wonderful new voices explaining science to the public.
Today we introduce you to Akshat Rathi (Website, Twitter)
Akshat is among the new breed of science writers who decided to do their magic with a pen rather than a test tube. He is a scientist and is currently completing his PhD in organic chemistry at the University of Oxford, UK. In July, he will be joining The Economist as the Richard Casement intern. He has written for numerous publications including Nature, The Economist and Chemistry World and keeps an attentive look at scientific progress made by India, his native country.
Akshat gladly agreed to answer a few questions for The SA Incubator as he prepares to take his big leap into the world of science communication.
Hello and welcome to The SA Incubator. How did you get into science and how did you get into writing? How did these two trajectories fuse together?
The only teacher in school that I did not trouble was probably a science teacher!
Seriously though, for as long as I can remember, I?ve been fascinated with how things work and science has been my favourite subject. When the time came to choose what to study at college, I opted to do chemical engineering because I liked chemistry and maths the most. It turned out that maths in chemical engineering was nothing like the kind of maths I enjoyed. So during my undergraduate studies I focused on my other love ? chemistry. Pursuing research opened a whole new world for me. Having a great organic chemistry teacher ensured that, by the end of college, I wanted to pursue a PhD in that subject.
I discovered my love for writing during my time in Mumbai as an undergraduate student. I started blogging in 2006, and the same year launched a college newsletter. Initially, I wasn?t sure why I enjoyed writing so much. As a high school student, I had never shown keen interest in writing essays. I only realised later that I did not enjoy being taught a language when the emphasis was mainly on fiction. Both my writing initiatives ? blogging and the newsletter ? helped me learn and enjoy writing through fact than fiction.
During my time at Oxford while pursuing the PhD, I had made it one of my goals to explore writing. But with a lot of lab work at hand, that task seemed too big to take on. So I decided to narrow it down and focus on writing about science. My first article was published in 2010 in the science blog of The Cherwell, a student newspaper. It was an exciting start partly because the story was about something I had been experimenting with.
What professional experience have you had so far?
After writing for a few student publications in Oxford, I went on to join the editorial board of the University?s science magazine, Bang!. In the latter half of 2010, I was invited to be the chemistry blogger at the Lindau Nobel laureates meeting and got an opportunity to write an article for Nature. This was followed by an internship at Chemistry World where, apart from research news, I had the opportunity to write about business, education, and policy. All that alongside researching the use of cannabis.
Since then I?ve done freelance writing for Chemistry World and The Economist.
Since your scientific background is in chemistry, many of your writings are related to the field. How do you go about communicating chemistry to a general audience?
My approach to communicating chemistry is that of any good journalist writing a science article ? find a great story, make it relevant and entertaining to the audience.
It?s interesting that you ask that question. It is true that, among all the sciences, chemistry features the least in popular writing. But I believe that it is a subject that probably has the most direct relevance to the general public (yes, more so than physics or even biology!). There are a lot of reasons that people quote for why chemistry doesn?t grab people?s attention, but my take is that not enough writers have championed the cause of promoting chemistry. This is something I?d like to do.
You do write about other topics not related to chemistry per se. How much of a challenge is it, for you as a writer, to dabble into a different field of science?
Being trained as chemist gives me only a small advantage because, even within chemistry, some research can be as different as physics is from biology. My approach, which I learnt from the rigours of graduate study, is to quickly analyse the information and use what is relevant. I only write about something if I understand it well. Things unrelated to chemistry need some additional effort, but, in the end, good science articles emerge from taking a simple, straightforward approach.
India is growing economically and it is pushing its science sector forward as well. This makes science communication increasingly important. How is science communication in India? What is being done and what, in your opinion, should be done in the future?
It is heartening to see the focus that science has received in India in the recent years. The media landscape hasn?t caught up to that frenzy though. From speaking to science writers in India, I understand that despite public?s appetite for science articles not enough gets published in the mainstream media. The media?s aversion to foster home-grown talent has meant that there are few science writers and fewer science magazines.
I have previously lamented about science news in Indian publications, and not much has changed since then (apart from the launch of Popular Science India). There needs to be better, more informed and non-syndicated science news in India. There are a lot scientific misunderstandings and myths in India. A Ben Goldacre-style column in a leading Indian daily would do a world of good to keep those at bay. Maybe something I can aim for!
Going back to writing, which story of yours do you like best?
It?s a story titled Get Real. Although it was published in a chemistry magazine, it was written with a wider audience in mind.
You will be joining The Economist as the Richard Casement intern shortly. It is notoriously hard to get into The Economist. What do you think did the trick for you and what advice would you give to future aspirers?
I was very pleased to hear the news. I am not sure what worked for me. Maybe I can ask my boss once I start.
After being shortlisted for the interview, I dedicated a couple weeks to preparing for it. That period was a lot of fun. I took the opportunity to familiarise myself with The Economist and kept myself up to date with science news, with a keen eye for good stories to pitch.
The interview was more like an informal chat. We discussed story ideas for that week?s edition of The Economist, the current science journalism landscape and the architecture of a good science article.
What are your hopes and plans after your internship? Do you intend to continue writing about science?
I have all intentions to keep writing. Being able to surround myself with new ideas and sharing them with an audience comes with a unique high. It is something that I haven?t experienced doing anything else.
Apart from writing about science, I would also like to explore writing for different genres. I am fortunate to be living at a time when science affects business, politics, international relations, and so much more. May be science writing would be a way into the wider world of journalism.

LONDON - One day after he succumbed to cancer, Bee Gee Robin Gibb was hailed in his native Britain Monday as a master musician whose interests went far beyond the recording studio.
The distinctive singer, who wrote and arranged numerous hits for other major artists, was also recognized for his work on behalf of British veterans and his interests in politics, history and the Titanic.
Former Prime Minister Tony Blair, a longtime friend of Gibb, said the singer had a "wonderful open and fertile mind" and offered condolences to Gibb's widow, Dwina, and their family.
"Robin was not only an exceptional and extraordinary musician and songwriter, he was a highly intelligent, interested and committed human being," Blair said.
Gibb suffered a lengthy illness and had appeared extremely gaunt in his rare public appearances during the last year. He was forced to cancel most of his engagements after he suffered an alarming weight loss and required emergency intestinal surgery.
He did find the energy, however, to compose "The Titanic Requiem" with the help of his son, RJ. But Gibb lapsed into a coma and was too sick to attend the gala premiere last month.
The classical composition about the loss of the Titanic marked a new direction for the multi-talented Gibb, who along with his brothers Barry and Maurice created an enduring performing and songwriting team.
Casual listeners knew them best for the innovative disco sound they created with the "Saturday Night Fever" soundtrack, but music industry insiders viewed the brothers Gibb as extremely versatile music makers. Songs they wrote for other artists include "Islands in the Stream" by Dolly Parton and Kenny Rogers, "Heartbreaker" by Dionne Warwick and "Woman in Love" by Barbra Streisand.
BBC broadcaster Paul Gambaccini, who has covered the music scene for decades, said the Bee Gees have left an enduring musical legacy.
"The Bee Gees are second only to (John) Lennon and (Paul) McCartney as the most successful songwriting unit in British popular music," he said. "Their accomplishments have been monumental. Not only have they written their own number one hits, but they wrote huge hit records for Barbra Streisand, Diana Ross, Dionne Warwick, Celine Dion, Destiny's Child, Dolly Parton and Kenny Rogers. The list goes on and on."
Gibb was also committed to helping the Bomber Command Association establish a memorial for the veterans.
"Without his devoted support and commitment we would not be where we are today," the group said in a statement Monday. "It is a tragedy that Robin will not see the finished article. But Robin did his bit for all who served in Bomber Command and on the behalf of the veterans and the relatives of those who died in World War II, we would simply like to say, thank you."

CAPE CANAVERAL, Fla. (AP) ? Private rocket maker SpaceX aimed for a Tuesday liftoff after fixing the engine problem that caused a launch abort over the weekend, stalling the world's first commercial space station supply flight.
Forecasters put the odds of good weather at 80 percent for the test flight. Launch time was 3:44 a.m. with a split-second window.
The California-based Space Exploration Technologies Corp., better known as SpaceX, is the first private business to attempt to launch a vessel to the International Space Station. The Dragon capsule atop the Falcon 9 rocket is filled with 1,000 pounds of food and other provisions.
All nine of the Falcon's engines ignited during the first launch attempt Saturday. But with just a half-second remaining before liftoff, on-board computers shut everything down because of high pressure in the combustion chamber of engine No. 5.
The problem was traced to a faulty valve. Engineers put in a new valve and declared the rocket ready to fly.
SpaceX is run by billionaire Elon Musk, the co-founder of PayPal. His company is in the lead of the NASA-sponsored competition to hand over space station cargo runs ? and eventually astronaut ferry trips ? to private business.
Musk said his Dragon capsules could be carrying astronauts to orbit in about four years. Until a private spacecraft is ready to fly, NASA astronauts will continue to ride Russian rockets to the space station.
The switch from government to commercial spaceflights is the cornerstone of President Barack Obama's exploration plan. The administration wants NASA spending its limited resources on missions beyond low-Earth orbit.

The arm will be operated by two of the six space station residents: American Donald Pettit and Andre Kuipers, who is Dutch.
"Ready to monitor the approaching Dragon spacecraft in bright sunlight and complete darkness," Kuipers said via Twitter on Monday. He posted a picture of the two crewmen awaiting the capsule. "Sunglasses, headlamp, reading glasses. Now for the launch."
The Dragon will spend a week at the space station before being cut loose and parachuting into the Pacific with experiments and equipment. None of the other visiting supply ships ? from Russia, Europe and Japan ? are designed to return intact.
